It would be convenient if Shift+Forward on a message activated the alternate prefs setting for "Forward". That is, if preferences are set to forward inline, Shift+Forward would forward the message as an attachment; if prefs are to forward as an attachment, Shift+Forward would forward inline.

Updating multiple bugs. This is a valid UI issue. Would be nice to have it fixed if time allows.
4.x used to have a drop down on the button. I'd probably prefer that as a first step though this suggestion is valid. Reassigning to ssu.

I would like to suggest making this an option on the right-click menu of the message, but that's just my UI suggestion. Either way, having "Forward As" (Attachment, Inline, Quoted, New) would be a major usability improvement.
What about using shift+forward to forward as non-default text format? if you do shift+write, shift+reply, shift+reply all, and your default is plain text, it opens the message in html (and vice versa). Shouldn't shift+forward behave the same way? maybe "forward as" could be a different combo, like ctrl+forward or something.

I've recently figured out that if you have the Composition preference for default Forward mode set to Attachment, the behavior described above is exactly what happens; but if you default to Forward Inline, Shift+Forward behaves the same as an unmodified Forward. In order to get "Forward As" functionality on that toolbutton, it would make much more sense to have a dropdown arrow on the button (like Get New has) -- which (I think) is bug 17796.
