[This bug marked PP as JavaScript window.open does not appear to be working on
either Mac OS or Linux at this point.]

To reproduce:
- Launch apprunner
- Load the above URL (test case; will be uploaded later)
- Follow the link

Result: A new window is (correctly) created. However, it loads the default home
page before loading the URL specified in the test case.

Expected result: Although a new window is created, the default home page should
not be loaded.

window.open is a DOM thing, not a JavaScript Engine problem.

This seems okay, at least using today's opt comm bits on Win98.
resolving as wfm to reduce vidur's bug load, reopen if it is truly NT-only.
