Description:
After flagging a local draft email and then opening/saving the draft again, the flag is removed from the draft email.
   
Repro Steps:

*Logged in email account in Email app

1) Update a Flame device to BuildID: 20141217040204
2) Open Email app > tap on Compose message icon
3) Type in "To" email, subject, and some text in body of email > tap Back arrow > Save to Local Drafts
4) Tap on Email Menu button > select Local Drafts folder
5) Tap on Edit/checkmark button on lower right > Place checkmark on draft email > Flag that email
6) Open that flagged email > Tap Back button > Save to Local Drafts
7) Observe the draft email
  
Actual:
When opening/saving a flagged local draft it will cause flag to be removed.
  
Expected: 
Flag will not be removed off of draft email when opening/editing and then resaving the draft.

Issue occurs on Flame 2.1 and Flame 2.0.

When opening/saving a flagged local draft it will cause flag to be removed.

This bug appears to be invalid. If the message is saved as a new draft there will be no flag on there by default.
