As discussed with Keyboard team, Swahili uses English keyboard but has a specific layout. Adding Arky and Swahili localizer so they can help out here. 

Partners have requested this locale from 2.0 and onwards. Therefore nominating.

[Triage] Considering current 2.0 timing and the need from partner, nom. to 2.1 (or even 2.2?) instead for consideration.

As far as I know, Swahili uses the plain Latin alphabet with no diacritics. Do we have anybody actually requesting this?
If there is no need for Swahili specific keyboard layout, please close this bug. thanks

Swahili doesn't have any special characters...it uses plain Latin alphabet as Friedel mentioned above. This is therefore not needed.
