1114067 - The slave health "buildbot master"/"slavealloc_master" link should target "_blank" rather than a named window

The link on slave.html (e.g. https://secure.pub.build.mozilla.org/builddata/reports/slave_health/slave.html?class=test&type=t-w864-ix&name=t-w864-ix-029) to the master has 'target="_buildslave"' rather than _blank, which means that if as I do 3-4 times a day I open 10 or 20 possibly-idle buildslaves in tabs, open their master pages, but accidentally fail to hold down Cmd while clicking the second one and then again fail to hold it down while clicking the seventeenth one, the master page for the seventeenth one opens in the same tab and over the top of the second one, sometimes just leading to frustration and other times leading to hilarity as I reboot a slave thinking it is idle when in fact it was a different slave that was idle, and the one I rebooted was 3 hours into a PGO build.
