Instead of navigating elements by spatial location, an app might want to control the whole navigation flow by itself for a better user experience, like jumping focus between categories. In this case, we allow app to turn off default spatial navigation in Gecko.

Proposal: adding a field in app's manifest to indicate turn-off.
