111460 - erratic displays and crash if i develop options in the preference window

I opened the preferences, and developped some sub-categories from top to bottom.
As I was into "Privacy", there was no scrolling bar. I clicked into, it scrolled
and displayed a scroll bar and... crashed!

On the second trial, I was into Privacy/Images, and pressed key down. As many
times I pressed down, the upper categories (appearance, app:fonts,...)
disappears... and a scrollbar was appearing but stay unmoved.

on the third, everything worked nice.


Reproducible: Sometimes
Steps to Reproduce:
1.open edit/preferences menu
2.develop sub-categories until "Privacy & Security"
3.go on the lower displayed
4.try to go lower (mouse, "down" key)

Actual Results:  the second bug (options disappearing)

Expected Results:  that a scrollbar appears and work nice. Or that categories
scolls as I move with my keyboard

Scrollbar part of this bug is dupe of bug 59108.

and the crash is bug 86723 - resolving as dup.
