1114649 - Add draft-saving feature to "New Page" form

The local draft feature [1][2] is missing from the "New Article" form. [3] We should add it.

I would like to work on this. I've removed a couple of "if document" checks in page_buttons.html and that seems to do the trick. Is this the right way to go about it? (I'm not sure if these checks are utilized for something else which might screw up on removing these checks).
