SSL warning notification popup for leaving a secure page appears *after*
insecure page is done loading.

Reproducible: Always
Steps to Reproduce:
1. load a secure url page
2. make sure the privacy/security preference to warn before leaving a secure
page is checked
3. leave secure page to another page

Actual Results:  warning will popup after page is loaded

Expected Results:  Mozilla should have halted any page loading until "ok" was
clicked in SSL warning popup window
Duplicate of "Going insecure to secure or vice versa -- page loads before
warning alert dismissed"
