Details

When you add comments to a review, you get buttons on the top to publish the review. When you have nothing to say but "ship-it", you actually have to go back to the review tab, and *then* click ship-it.
This will be fixed when bug 1064111 (RBMozUI 0.2.10beta) gets released on production. In the meantime, it's fixed on reviewboard-dev[1] if you wanted to check it out. [1]: http://reviewboard-dev.allizom.org/
