We should allow the mercurial packages in /tools to have precedance over the ones in the system folders, rather than symlink via puppet.

This should just be a path addition, not a symlink via the package (avoids conflicts!)

The idea here is it should work within cron as well if possible.

This will require updating our packaging scripts, and following https://wiki.mozilla.org/ReleaseEngineering/How_To/Update_Mercurial to generate new packages.
