One of the things we will need to do for 12 factor is revamp our settings. There is a lot of stuff in settings.py that isn't really a setting. Some of those things we can move to other files, like we did with bundles.py. Others will need to move to config.py files in apps (app constants). We do this well with the wiki app already.
