1116619 - Make "needs changes" comments visible while editing an article

User story: As a KB contributor, I'd like to see "needs changes" comments while I'm editing an article so I can be reminded of additional revisions that article needs.

I normally see the comments when I'm already on the Approve/Defer dialog window. At that point, I'd have to go back and revise the article again.

Topal Can you please instruct how will be the UI by adding "Needs Change" comment in the Editing Page?
Where should be the Cooment is and how the UI will look?
