Using build ID 2001112303. Mozilla 0.9.6+ Mozilla/5.0 (Windows; U; Win98; en-US;
rv:0.9.6+) Gecko/20011123. Go to the page at the URL and let it fully load. Now
page down, using the scroll bar, the spacebar, or the "page down" key. Only
after a noticeable (2-3 second) delay will Mozilla bring down the next screenful
of information. 

I'm not sure whether these facts are interesting. The page source of the URL has
a bunch of JavaScript at the top. When you save the HTML file at the URL to a
local drive, and then open the local file in Mozilla, the graphics of the page
do  not load, but page down is fast. When you go to the URL with http, the
status bar at the bottom of the Mozilla browser window indicates that the page
has not finished downloading. That indication never changes.

IE 6 is able to page-down on this URL without any noticeable delay.

I think this bug is different than bug 84634. That bug concerns the generic
problem of the status bar never indicating that the page has finished
downloading. This bug focuses on the performance issue of how fast the browser
pages through a document. 

Expected results: the document pages down normally.
Actual results: the document pages down only after a noticeable delay

My graphics card, BTW is an ATI Rage LT Pro. Using the latest driver from ATI,
which is 4.12.2632.

Not only is page down slow with this bug, but so is scrolling.

I hope XP Toolkit/Widgets is the right component.  Quite a few of the
dependencies of slow scrolling tracking bug 100951 are in that component.

It is sluggish using 2002012203 build on WINXP. 750Mhz athlon.
