Steps to reproduce:

Minimizing the browser to the smallest on the width with footnote notifications.


Actual results:

There are buttons that I want to click but it does not show fully, no scroll bar for scrolling vertically and horizontally .


Expected results:

I want to see fully not only the text but also the buttons and information inside.

I'm sorry that I am not very clear how to reproduce the footnote notifs. It happens randomly and I just resize the width and height of the browser to see the effect.

this footnote is comming from implementation in Bug 836010
and you need to have some slow startups to get the message.
but i have no idea how to simulate a 40 sec startup?

TBH, I'd suggest wontfix for this issue. The cases where the browser window is really that narrow are very very very rare.
