111749 - no scrollbar appears if I open preferences and open up different menus on the left to show more options below them

If I go into preferences and double-click on 'Navigator', 'Composer' and 'mail
and Newsgroups' on the left, all the other entries on the left will begin to
disappear and get cut off at the bottom.

Reproducible: Always
Steps to Reproduce:
1. Press Edit, Preferences
2. Double-click on 'Navigator' , 'Composer' , 'Mail and newsgroups' on the left


Actual Results:  The list got cut off at the bottom and there was no way of
getting down to it.

Expected Results:  A scrollbar should have appeared or the window should have
resized itself.
