To test:
1.) Download latest build and install
2.) Move Mozilla folder from ~/Library (for control test)
3.) Launch Mozilla
4.) Download any large file (the macho experimental build should do fine)
5.) Save the file to the desktop
6.) Close all broswer windows, except the progress window
7.) Click on the File menu to open new window
Results
Nothing appears under all menu headings except the "Mozilla" heading

Duplicate of "Can't use Mac menu bar when a modal dialog is up" (by way of bug
64089 -- "Can't open a window when every browser window is closed and a file is
being downloaded").
