We should enable filtering on the following fields:
- job_id
- failure_classification_id
- who
- note_timestamp
Is this for perf, or for OrangeFactor v2?

It was requested by an api consumer but I don't remember who. It sounds like a legitimate request to me.

You can already filter by failure_classification_id and id (job_id) and note_timestamp is no longer a field on the job table.  Since this bug is 3 years old and noone has requested filter on "who" I think we can close this as wontfix.
