1118230 - Homepage "More" button is not working for some regions

Steps to reproduce:
1. Open mp-homepage: https://marketplace.allizom.org/
2. Type :debug in the search field, hit enter and change the region to Argentina.
3. Go back to the mp-homepage, scroll down the page and click the "More" button.

Expected results:
More collections, featured apps etc are displayed.

Actual results:
The more button disappears and the throbber keeps spinning.
The console displays the following error:

"[req] Request failed:" "GET" 404 include.js:4:29964

Notes/Issues:
Verified in FF37(Win7) Issue can be reproduced in mp-stage.
Other regions where this issue can be reproduced: South Africa, Ecuador, Czech Republic, Argentina, Indonesia, Costa Rica, Venezuela, Nicaragua, Serbia, Panama etc.
