peep allows us to solve the security problems we solved with pyrepo. It got cleared by security in bug 968385.

We need to add in the hashes to each file in the repo and then use peep for the installs. 

Advantages: people don't have to upload (and annyoingly sometimes forget to) to pyrepo. Disadvantage: builds are now dependent upon pypi, not pyrepo.
Where will we store the wheels? Don't we want a place to upload them for faster travis builds and deployments?
