Description:
When attempting to change the SIM PIN from the dialer app, the SIM will not be changed unless the SIM PIN is currently enabled in Settings > SIM Manager > SIM Security. After attempting to change the PIN the user encounters a misleading / incorrect error message of "The old PIN you typed is not correct" (even though it was). 

Repro Prerequisite: SIM PIN 'NOT' enabled under Settings > SIM Manager > SIM Security

Repro Steps:
1) Update a Flame to 20150106010234
2) Start Dialer App
3) send **04*1234*6789*6789# (would change your PIN code from "1234" to "6789", update 1234 or 6789 as needed for your SIM)

Actual:
"The old PIN you typed is not correct" error message is given

Expected:
 The SIM PIN will be changed to the new desired PIN 
<OR> an accurate error message indicating that the SIM PIN must be enabled to change it via dialer

Actual Results: Can not change SIM PIN via Dialer, gives "The old PIN you typed is not correct. 3 retries left." message every time. (even subsequent tries show '3')
