[Window Management] When the user launches the task manager from homescreen, App screenshots take a long time to load

Description:
If the user has 2 apps open in the background and they enter the task manager by long pressing on the home button, the app screenshots will appear blank, and can take a long time to load, or will not load at all. If the user is in an app and then enters the task manager, app screenshots will show all intended UI info.

Prerequisite: Have 2 apps open. (example: Gallery, and Contacts)

Repro Steps:
1) Update a Flame to 20150106010234
2) From the the homescreen, Long press to enter task manager

Actual:
Both screenshots of the apps open in the background will appear blank


Expected:
App screenshots appear filled out with proper UI

This issue does NOT occur on Flame 2.1. 

The Task manager has a different UI, and properly loads all app UI.
