111853 - blank sidebar if I start mozilla with a home page that cannot be found

When I start up mozilla and the home page preference is set to a page that
cannot be reached, e.g., start mozilla without having an internet connection
while the home page is online, the sidebar is blank. To show the sidebar
contents, I click on the arrow to the right of it to hide it and then show it again.

Reproducible: Always
Steps to Reproduce:
1. Make sure the home page is unreachable.
2. Start up mozilla.


Actual Results:  An error that the home page is unreachable appears and the
sidebar is blank.

Expected Results:  The error message is correct but the sidebar should not be blank.

Can't reproduce on a current build.  An alert pops up indicating that the
homepage can't be reached but once I dismiss the alert the sidebar loads fine. 
Used a 2001112608 Linux build on a RedHat 7.1 system.

Perhaps the original bug report was inaccurate. The home page is not incorrect,
but a real web page. But the connection is down. (either not connecting using
ppp or for ethernet connection /sbin/ifconfig eth0 down).

This way, when I start mozilla, an alert tells me that the home page could not
be found, and when I click OK, the sidebar remains empty.

Using a normal user, this happens almost always, though not always. I don't know
why, but using the root account, the problem does not show.

Using mozilla 0.9.9.
