Steps to reproduce:
When you click on the download button (downward arrow) inside PDF.js it only gives you to options: to open the file using an external viewer and to save it.
Expected results:
It should also provide an option like "save as..." where you can change the file name or location to which it is saved.

I've not doublechecked, but I imagine this depends on your downloads preferences - if they say to always ask where to save files, that's probably what the button does.
