STR:

Hit the hamburger a few times (especially when you have lots of accounts). Start off with the drawer toggled closed and the hamburger should be white. Then when we hit it, it turns grey / transparent and then, only after a noticeable pause, the settings drawer comes down. I think this is perhaps meant to indicate that the hamburger is in a disabled state. This is also inconsistent with how we handle the add event button (it disappears when the settings drawer is toggled open). We should handle disabled buttons consistently and make sure the drawer transition begins quickly enough and runs quickly enough to feel great.

blocking-b2g: --- → 2.2?
tracking+ for polish

Triage team decided that we should copy email's approach to this issue, where:
* hamburger icon does not grey out, instead it gets a background square to indicate drawer is active
* the + icon should do a fade in/out instead of disappear
