[Browser][Download] Improper loading animation displayed over error message when opening a downloaded video when another video is open in the browser.

Description:
If the user is already viewing a video file directly in the browser, and they try to open a separately downloaded video from a download notification, they will be presented with an error message stating "Another app is currently using the video player." with a loading icon improperly placed directly over the text.
Notes:
-The video must be opened from either the notification pop-up, or from the notification tray. If it is opened from Settings>Downloads, it will open the video without an error.
-The user must still be viewing a video in the browser, otherwise the video will open without error.
Repro Steps:
1) Update a Flame device to BuildID: 20150107010216
2) Connect to a WiFi network
3) Open the Browser app and download a Video file.
4) In the Browser app, navigate directly to a separate video file and view it.
5) While viewing the second video file, pull down the Notification Tray and open the first, downloaded video file.
Actual:
A loading animation will appear over top of the error text.
Expected:
The loading animation icon will not be visible over top of the error text.

This issue DOES occur on Flame 2.1 on both v188-1 and v18D bases.

This issue does NOT occur on Flame 2.0.
This error message does not appear at all. The file fails to open and device endlessly shows a black screen with an animated loading icon.
