1119231 - Can't submit a paid packaged app for the desktop

Steps to reproduce:
1. Submit a free packaged desktop app.
2. From the app compatibility page click on the Paid / In-app tab
3. Click the Change to paid button.

Expected results:
A desktop packaged app can't be changed to paid. 

Actual results:
The change is successful.

Notes/Issues:
The problem is that a new packaged can't be created as paid for desktop, but if created as packaged free for desktop can be later changed to paid.

You should be able to change a free packaged desktop app to paid, that's the point of desktop payments. I think the issue here really is a per video, on submission if you select only desktop - the packaged app tab is hidden stopping you submitting an app that is only for the desktop.
