After reviewing an article edited by other user reviewer gets an email saying "Your revision has been reviewed. <reviewer's name> has approved your revision to the document <article title>."

Steps to reproduce:

I'm facing this in bn-BD locale. Can't say about others.

1. Go to an article pending for review.
2. Go to article history by clicking on the history link on the left panel of the page.
3. Click on the 'Review' link of the revision you want to review. Review page will load.
4. Click on the Accept button at the end of the page. A pop-up will appear.
5. Write a message if you want and click the Accept button.
6. Now check your email.


Actual results:

The revision is approved. You (the reviewer) should get a mail saying, 
"Your revision has been reviewed.
<reviewer's name> has approved your revision to the document Firefox OS <article name>." 
The contributor whose revision got approved also get the same mail (which is OK).
A tried the same process for several articles all resulting the same.


Expected results:

Reviewer should not get the mail.
