Steps to reproduce:

Attempted to open the library (downloads panel) window when no Firefox windows are open by pressing Cmd+Opt+L.


Actual results:

The library (downloads panel) window does not open, with the only response being the OS X system beep.


Expected results:

The library (downloads panel) window should open when no Firefox windows are open by pressing Cmd+Opt+L. Please refer to bug 362587 for details.
