Steps to reproduce:

This is found on Gecko-7012042 Gaia-31d6c94 build on keon device.

How to produce it:
- Lock the screen;
- Wait for new sms message;
- After you get new message,  press hardware lock button in order to turn on the light and show lock screen.


Actual results:

New message arrived and there was icon on the notification panel however there was no message preview on lock screen.


Expected results:

There should be a message preview on lock screen if notifications are enabled.

I may need to be a bit more specific:

- If screen is locked but the screen light is on when you recieve message, there will be a message preview.
- If screen is locked but the light is off when you recieve message, message contents will not be shown on lockscreen (after you turn it on).
