Apply attached profile and visit the given URL.

It is russian, but you must change manually to KOI-8 (but the site is in
Win-1251) to see it right.

The profile was made from NN 4.x. The stary began from the profile creation (May
2001?) and continues till now with all builds.
Since I cannot attach a file bigger than 1Mb I uploaded it to my server.

OK. I now how to repro this!

Just go to the Edit -> Preferences -> Navigator -> Languages.

Set "Default Character Set" to KOI8-R.

Now try to load the http://www.f1-racing.ru link. You will not able to see it in
character set it is. Changing Autodetect On/Off, manual changing Character Set
does nothing.

Only after you click "Show only this frame" you can choose the KOI8-R set to see
it as it should (BTW the site is in Win-1251).

It is a major problem for russian users who is forced to set this pref to KOI8-R
to write messages in russian without a everytime warning "This messages includes
characters..." and manually change to the KOI8-R each time.

It does not happens with KOI8-U.

Attached URL doesn't have a meta charset.
Mozilla is designed to use the Pref default encoding
when Auto-detect is OFF.

I reopen this bug. See comment #2 and see the difference how it was and how it
works now. With moz 2001122803:

Go to the Edit -> Preferences -> Navigator -> Languages.
Set "Default Character Set" to KOI8-R.

1. Load the http://www.f1-racing.ru. It is not in cyrrilic. 
2. Now set KOI8-R in View -> Character Coding. All looks fine.
3. Reload the page.
4. Again it is crap.
5. But the coding in View -> Character is KOI8-R!
6. Just press again KOI8-R and you can again read as it should.

It does not happens when set KOI8-U in Edit -> Preferences -> Navigator ->
Languages.

And also: 

1. Load http://www.ase.ee/dict/dict.html
2. Write in the left frame: "test"
3. In the right frame appears the translation in russian: "тест"
4. Now CTRL-C this word and CTRL-V in the left input field. Press enter.
5. In the right frame appears "РЕЯР" and error that this word is not in base.
6. The "РЕЯР" is converted "тест". 
7. The words under are displayed correctly.
8. Now press View -> Character -> Win-1251
9. Now the "тест" is now shown as it should, but all other russian words are not.

The Edit -> Preferences -> Navigator -> Languages -> Default Character Set must
be set to KOI8-R.

The 2nd test case might be a different bug. Please file a new one for that and let's
focus on f1-racing. Because of my ignorance in cyrillic, please post the correct rendering 
image of this webpage. Page "http://www.f1-racing.ru/index_r.html" has a meta tag which 
says it is encoded in win1251. Could you verify if this is correct? Thanks.

yes, the web page http://www.f1-racing.ru/index_r.html has a meta tag which 
says it is encoded in win1251. If my Prefs default encoding would be set to
Western or Cyrillic-1251 then this page would be displayed correctly. The only
incorrect display is when the default in Prefs is set to Koi8-r , which i guess
is an expected behavior. The second case (the web page for
http://www.ase.ee/dict/dict.html has also a meta tag which is cyrillic 1251...

Marina, why is it an expected behavior? There is the charset and it is ignored.

If the page is encoded in 1252, it should be displayed correctly regardless 
of default charset setting. I will look into this problem if you can post 
a image of the correct display of this page.
shanjian is no longer working on mozilla for 2 years and these bugs are still
here. Mark them won't fix. If you want to reopen it, find a good owner first.

WFM in Firefox 1.5.  f1-racing.ru redirects to f1news.ru, which replies with the following headers:
