From Bugzilla Helper:
User-Agent: Mozilla/5.0 (Windows; U; Windows NT 5.0; en-US; rv:0.9.6+)
Gecko/20011125
BuildID: 20011125
Start the browser, double-click on the empty document --> "open file..."
triggers. I think that Opera have this feature. If not see Adobe Photoshop 6
(yes, i know... not a browser) to see what I mean.

Is the problem that this dialog appears? Or is this a request that it appear,
though it currently does not?

The request was that when you open the browser and no page is loaded, you could
doubleclick on the document to trigger the "open file..."
But after thinking of this, maybe its not a good idea at all. I mean, what Opera
does is that it loads the browser without any document, Mozilla does.
So for me this one could actually get closed.
Sorry for not have thought of this more before submitting it.

Summary: Double-click on empty document should trigger "Open Location..." → Double-click on empty document should trigger "Open File..."
this would be a significant change to the user interface. Personally I don't
like it.
