Regression: unable to scroll the bottom of pages into view
STR: * Open https://support.mozilla.org/en-US/kb/firefox-android-tracking-protection in Nightly. What happens: I'm not able to scroll to the last point in the page (the dropdown menu where I can choose the Firefox version) properly, it's not visible. While in Chrome, I'm able to see the last point in the page.

Note this happens on mobile.twitter.com as well. Might be one of the recent changes by Kats?
Likely a regression from bug 1120244. I'm fine with backing that out if we can confirm. It seemed like a bug but I didn't have any user-visible behaviour it was causing, whereas this is obviously a regression.
