Job details pane shouldn't reload when the currently selected job is re-clicked.

Details

If I click on a failed job in Treeherder, the job details pane opens up at the bottom of the window and pulls up the failure summary for that job. If I click on that same failed job (without selecting a different job or clicking some whitespace somewhere to unselect jobs), the job details pane greys out and the spinner briefly shows as it refetches the same job details. I'd argue that it shouldn't refetch the job details until/unless something else gets selected first. This isn't a huge deal and I'd have no problem with it being wontfixed, but thought I'd file it anyway.
