Why is the operator shelf showing up for users on desktop (without specifying region/carrier from :debug)?

steps to reproduce: 1. Load https://marketplace-feed-dev.allizom.org/ 2. Make sure you have made no selection from :debug with regards to region or carrier 3. Region is correctly detected as US expected behavior: Operator shelves are not shown on desktop by default unless the user makes specific selections from the :debug page actual behavior: Kevin shelf (region=US, carrier=megafon) is showing up on desktop. Also happens on dev.

The op shelf only shows up on desktop if we specify a carrier from the debug page.
