envconsol is a Go app that is currently distributed only as platform-specific tarballs on a Github repo release page[0].  We should probably package it for our own use.

Seth, envconsul's maintainer, made a small error during the 0.4.0 release that munges the GitHub download link[0].  This makes it more difficult than it should be to write a spec[1] - luckily, it should be fixed in the next release[2], which comes out Real Soon Now (tm).
