Steps to reproduce:
I have budget leftovers from previous events (one of them is Firefox OS launch in Serbia), I also have some Firefox OS launch swag left and we have new mozillians and mobilizers in Serbia who have contributed since then, so we now want to reward them by sending some swag.
Can budget leftovers be used for shipping swag?
It would probably cost around 4-5 euros per package.
I have around 400 euros left.

I'm cc'ing Brian here for his opinion,
I think that recognizing mozillians is great but I don't know if those swag should be used for recognition or future events in Serbia

Since there is no activity coming up in Serbia in the short term, e.g. no new device to promote, I think it is ok to use the budget/swag for this use.
