Details

typing "//www.mozilla.org/" should imply "http://www.mozilla.org/".

This is relevant because:
1) IE does it and its become a habit (for me at least) to type "//host", 
because...
2) IE requires the starting slashes as the minimum info it needs to resolve 
URL's that include a port # (otherwise it seems to consider everything up to 
the colon denoting the port # as the protocol).

I'm not going to weigh judgement on whether it would be more correct 
for "www.mozilla.org:80" to resolve as protocol="www.mozilla.org" and 
host="80", but I suppose that should be considered as well.
