"Can't open" error when trying to share a PDF download

Seen on Gaia 2.0 (3c9bb36d9ad) and master branch of some days ago.
Steps to reproduce:
- Download a PDF file with the browser
- Go to Settings -> Downloads, tap on the PDF file
- When offered the choice to open or share, choose share
Expected:
- Sharing options (Messages, e-mail, Bluetooth, etc.)
Actual:
- Error message with
- unsupported_file_type_download_title
- unsupported_file_type_download_message
