Steps to reproduce:
After Thunderbird update to 31.4.0 it could no longer connect to POP or SMTP or even Mozilla update service. A reinstall of 31.4.0 from an .exe just hung. There seemed to be orphaned Thunderbird (32-bit) processes that could not be immediately killed. All externsions and add-ons were disabled to diagnose and still same result.
Actual results:
Reinstalled 31.3.0 and everything works fine. So, 31.4.0 must be a problem.
Expected results:
Attached file is working TB 31.3 info for environment reference.

Bad interaction with antivirus software / firewall perhaps?

My guess also.
Start *Windows'* safe mode with networking enabled
- win8 http://windows.microsoft.com/en-US/windows-8/windows-startup-settings-including-safe-mode
- win7 http://windows.microsoft.com/en-US/windows7/Start-your-computer-in-safe-mode
- XP http://www.microsoft.com/resources/documentation/windows/xp/all/proddocs/en-us/boot_failsafe.mspx
Still In Windows safe mode, start thunderbird in safe mode

Upgraded to latest 38.0 version and it is working OK. I had not had any issues with A/V before and none with the recent version. Sorry - hadn't been keen to resort to Windows Safe mode. Fine now, so please close ticket.
