This bug can be reproduced on 2.2 and 3.0, but not on 2.1.
Steps to reproduce:
1. Make sure Wi-Fi and data connection are both enabled.
And the active network is Wi-Fi.
2. Go to [Settings > Internet Sharing], enable Wi-Fi Hotspot.
3. A warning message is popped out (see attachment):
"No data connection. Wi-Fi hotspot is disabled because there is not data connection."
4. Press [OK] to dismiss the warning message.
Check settings now. Wi-Fi is disabled, data connection is active, but Wi-Fi hotspot
is not enabled.
Expected result:
Wi-Fi hotspot is enabled without warning message.
Actual result:
Warning message is shown. Wi-Fi hotspot cannot be enabled.
Additional notes:
Behind the scenes of step 2, Gecko automatically turns off Wi-Fi and switches active
network from Wi-Fi to data connection. This switch could take a few seconds.
However, Settings app checks the network status of data connection at the time the toggle
is being turned on. The warning message would always be prompted and Wi-Fi hotspot cannot
be enabled successfully at the first place.

I can image the check and warning message were added for the scenario when data connection cannot
be established. But it apparently breaks a simple normal case as described in STR.
