1123578 - Improve wording of noContactsActivity

The current wording of noContactsActivity doesn't make sense in the context to me. Seen on Gaia 2.0, but seems to still be present in the en-US files in the master gaia-l10n repository.

Steps to reproduce:

 - Ensure there are no contacts
 - Set up a mail account
 - Write a new email message
 - Click the + to add a recepient
 - The error message noContactsActivity is shown:
   "Cannot add to contact as your contact list is empty"

The comment for this entry seems to be for a different context:
# LOCALIZATION NOTE(noContactsActivity): Shown when using the context menu to add
# a number from your call list to a contact, and your contacts list is empty.


Expected to see:
   "Cannot add a contact as your contact list is empty"

The current string was already agreed with UX. On the other hand if a string changes, the identifier of such a string must change as well.
