This a meta bug to enable MP4Reader on FFOS local playback. 
Currently MP4Reader is only used for MSE (bug 1027519)

Except for webm test cases like bug 1128857 and media recorder testcase bug 1128448. The whole media test cases are successful passed in my local.
Once the emulator-kk test on try is enable, it'd be safe to enable MP4Reader(PDM).
