1123662 - No reviewers suggested by autocomplete when adding second email address as reviewer to existing attachment, only for first one shown

In bug 1123649 I added an attachment and requested review from mkmelin. Later I noticed that it requires a second reviewer and clicked onto 'Details' for the attachment. I added a comma and a whitespace after the first reviewer's email address and then started typing "iann_" but Bugzilla doesn't suggestion then email address of IanN. For new attachments, the suggestions work both for the first and second reviewer.

This is by design in the way the back end is written. Only new flags (flags with no set status) can take multiple requestees as it will break them out into individual flags in the db. Each flag can only have one requestee per flag id per row in the table. If you try to add a requestee to an existing flag id it cannot do so since it only tracks one requestee per flag id internally. For this I recommend looking for the additional unset flags of the same name below the currently set ones where you can create a new flag with multiple requestees.
