From https://wiki.mozilla.org/BMO/comment_tagging it is unclear what default tags exist and when each one should be used.
That suggestions are only shown after the third entered character makes it even harder to get to know about them. (See bug 1124079.)
Therefore the wiki page should be updated to list all available tags including a short description. This discription can be done within Bugzilla itself once bug 1124080 is solved.

comment tags are all user-provided; it's impossible for us to document them, and there aren't any "default tags".

I see. Three questions then:
Why was this feature not implemented as admin-provided (as users can add arbitrary unrelated tags)?
How does it come that specific tags like 'spam' let the comments be collapsed initially and is that controllable?
Is the collapsing behavior documented somewhere?

that isn't how we wanted the feature to work. i'm not against that ability being added, but it wasn't part of the initial design.

there's an administration parameter which controls that:
http://bugzilla.readthedocs.org/en/latest/administering/parameters.html#bug-fields
look for "collapsed_comment_tags"
> Is the collapsing behavior documented somewhere?
oops; looks like it isn't. i've tagged bug 793963 for documentation.

Ok, so I created bug 1124113 to track that.

Btw. this is a request to update the previously mentioned wiki page with commonly used tags. As I didn't know that these tags are user-defined, I thought it would be something related to Bugzilla directly.
Though as that is not the case, I think it's valid to reopen it with reassigning to bugzilla.mozilla.org.

sorry, but due to the user-provided nature of the tags it isn't really possible for us to provide documentation.
in practice these tags tend to be highly context sensitive, with teams using comment tags differently. if you have particular tags that you'd like to see documented please mention them and i'll try to figure it out and put it on that wiki if appropriate.
