Attachment: use MOZ_BIG_ENDIAN in nsJPEGDecoder.cpp

We'd like to eliminate IS_BIG_ENDIAN from the codebase, since it requires NSPR
and the MFBT analogue in Endian.h is more robust.  Hence this small change.
