"./mach resource-usage" needs a <noscript> tag to hint that scripts are required to display data

STR:
 1. Install NoScript firefox extension.
 2. Run ./mach resource-usage (and fix URL as-needed to work around bug 1124260)

ACTUAL RESULTS:
You get a mostly-empty page, with these contents:
> Build Resource Usage Report
>
> Wall Time (s)	
> Start Date	
> End Date	
> CPU %	
> Write Bytes	
> Read Bytes	
> Write Time	
> Read Time	

It just looks like mach failed to record any resource usage. (BUT, once you notice that scripts are being blocked, you can enable them & see the pretty graphics & data.)

EXPECTED RESULTS:
There should be a <noscript> tag in the page, to say that the page requires scirpting & please enable scripts to see your resource usage.
