Details

There is a bug in Netscape 4.5X and more when you use 'target'
in diffent frames from different servers.

description:

You have a page divided in two frames
the A frame (name = 'frameA') comes from A SERVER (test.bazar.ch)
the B frame (name = 'frameB') comes from B SERVER (www.bazar.ch)
the frameset page is on the A SERVER

On B frame, there is a link for targetting the A frame('frameA')
by clickin on this link, your browser open the new url in the A frame (in
this case : news.com)

With netscape 4.5x or 4.6 :
When you're clicking the SAME LINK,
your Netscape browser open a NEW WINDOW

Is it a bug, is it a new level of security ?

Correct; this is a feature, not a bug. Reassigning to correct parties to resolve
as invalid. (assuming also the behavior in 5.0)

agree with Eli, this is correct behavior, marking as wontfix
setting to an approximate milestone so it can be off of the no TFV list
