Details
There is a bug in Netscape 4.5X and more when you use 'target' in diffent frames from different servers. description: ======== You have a page divided in two frames the A frame (name = 'frameA') comes from A SERVER (test.bazar.ch) the B frame (name = 'frameB') comes from B SERVER (www.bazar.ch) the frameset page is on the A SERVER On B frame, there is a link for targetting the A frame('frameA') by clickin on this link, your browser open the new url in the A frame (in this case : news.com) With netscape 4.5x or 4.6 : When you're clicking the SAME LINK, your Netscape browser open a NEW WINDOW Is it a bug, is it a new level of security ? (I think it is a bug)

Correct; this is a feature, not a bug. Reassigning to correct parties to resolve as invalid. (assuming also the behavior in 5.0) (beppe, please see bug Bugsplat bug #356874 for more information, in order to decide what you'd like to do with this...)
