I would like to be able to merge mozilla-central to holly as part of testing e10s enabled tests. At some point I will need to submit patches as well. If I need to do some more patches and get them reviewed that is fine -- but since I can see this is what I need to get things done (and i have to ask people to merge to holly for me) it seems good to ask now in order to get things rolling.
vouch x 50! Liz needs this to accomplish her work on e10s.
Does holly actually require L3, and not L2?
We might as well get level 3 out of the way, I'd guess Liz will eventually want to check stuff into inbound. This is the direction QA (or is it QE now?) is headed.
We generally do not grant commit access just "to get it out of the way". If there is a need for L3 access, by all means let's go for it, but if there isn't yet, then let's wait until there is. It's very easy to bump it up to L3 in the future.

While that's true and I agree with you, she still needs level 2 access (which I believe is what the project branches like Holly require). Liz is trying to ascertain to what degree adding new platforms for automated e10s testing will help expose previously unknown issues. To drive this, she needs the ability to merge mozilla-central to holly (a project branch) which is why she needs L2 commit access at least. There are no changes going into holly at this time (as I understand it) so there is no need to merge it back to m-c which would require L3. So we can hold off on L3 at this time, but we do need L2.
I would also vouch for Liz for L2 as well.
Comment 4 was not an objection to L2! This is just waiting on Liz submitting the committer's agreement to Marcia, per https://www.mozilla.org/en-US/about/governance/policies/commit/notification/ (unless that's already been done).
