XPCShellTest X1 test failed with vsync-aligned refresh driver in b2g process on b2g-ics-emulator-debug

Details
In order to simplify the testing, I only turn on the vsync-refresh driver at "b2g" process. Here is the try: https://treeherder.mozilla.org/#/jobs?repo=try&revision=1c6191ea1d97 The XPCShellTest X1 test is usually failed. The log shows that the test is canceled because of timeout.

Fixed by compressing vsync notifications in the main thread in the parent process for the refresh driver.
